What Performance Max Actually Does
Performance Max (PMax) is a Google Ads campaign type that uses one budget to show ads across nearly all of Google's inventory: Search, Maps, YouTube, Display (websites and apps), Gmail and Discover. You give it assets (headlines, descriptions, images, videos, logos), a conversion goal and a budget. Google's automation decides where, when and to whom your ads appear.
In the Google Ads interface, you'll probably see recommendations to "upgrade" to PMax. For some businesses it's excellent. For a small local cleaning company, it depends almost entirely on the quality of your conversion data.
Why PMax Can Go Wrong for Cleaners
It optimises for whatever you call a conversion. If your conversion is "form submitted," PMax will look for the cheapest form submissions it can find. Display and app inventory can generate a lot of cheap, low-quality or even spammy form fills. On paper your cost per lead drops. In reality you're calling numbers that don't answer.
Visibility is limited. Google has added more reporting over time, including search term insights, channel-level reports and placement data, but you still have less control than in a standard search campaign. It's harder to see exactly which searches triggered your ads and cut the bad ones.
It can take credit for branded searches. People already searching your company name would probably have found you anyway. PMax may bid on them unless you use brand exclusions, which makes results look better than they are.
When PMax Can Work Well

- You get enough conversions, commonly suggested as 30 or more a month, for the automation to learn.
- Your search campaign is already profitable and you want extra reach.
- You have good creative: real team photos, before-and-afters, and ideally a short video.

If You Test PMax, Set It Up Defensively
- Use booked-job or qualified-lead conversions as the goal, not every form submission. If you can only use forms, add spam protection and a required field that bots skip, such as a service type dropdown.
- Exclude your brand using brand exclusions so PMax doesn't claim credit for people who already know you.
- Add account-level negative keywords, such as jobs, hiring, DIY, cheap and supplies. Google now supports negative keywords in PMax, and account-level lists apply too.
- Use location targeting set to "Presence" only.
- Add search themes that describe your real services, such as "bi-weekly house cleaning" or "move out cleaning."
- Upload your own images and video. If you don't, Google may generate assets automatically, which often look generic.
- Keep your search campaign running. Exact match keywords in a search campaign generally take priority over PMax for the same query, so your best terms stay under your control.
- Compare by cost per booked client over at least 4–6 weeks, not by cost per lead.

What to Give PMax to Work With
PMax builds ads from the assets you supply. Weak assets mean weak ads across every channel. Before launching, prepare:
- Images: 15–20 real photos. Team in uniform, branded car, before-and-afters, finished rooms. Supply landscape, square and portrait crops.
- Logos: square and landscape versions on clean backgrounds.
- Video: at least one 15–30 second vertical video filmed on a phone. Show a quick walk through a finished home, a team intro and your offer. Without video, Google may auto-generate one from your images.

- Audience signals: your customer list (uploaded with consent) and website visitors help PMax find similar people faster. They're hints, not hard targeting.
A Six-Week Test Plan
- Week 0: confirm tracking is solid and booked jobs are being imported, or at least that spam is filtered out of form conversions.
- Weeks 1–2: launch PMax at 15–25% of your search budget, with brand exclusions, negatives and search themes. Don't touch it for at least 10 days while it learns.
- Weeks 3–4: review the channel performance and search term insights reports. Add negatives for irrelevant themes. Check lead quality by calling every PMax lead yourself.
- Weeks 5–6: compare cost per booked client for PMax against search over the same period. Keep it only if it's competitive and total bookings went up, not just shifted between campaigns.
Reading the Reports
Look at where spend went by channel. If most spend is on Search and Maps, PMax is behaving like an extended search campaign. If a large share is on Display or YouTube with few calls, it's buying reach you may not need. Also watch for PMax taking over queries your search campaign used to win at a lower cost. Rising PMax conversions alongside falling search conversions, with flat totals, means you're paying more for the same clients.
